Do I need to be a resident or local to apply?
We welcome applications from non-residents, residents, and Qatari nationals. You should have a strong business plan or demonstrate a significant role in the creative industry. Please note applications may be rejected or require revision depending on the business model.
Can I obtain a Qatari residence permit by applying through this process?
The Creative Licensing process allows you to register a business. The business owner and employees can be sponsored by the company.
Can I open a corporate bank account if I register my business through this process?
Absolutely. Creatives will be able to establish a fully registered business and open a corporate bank account.
Can I import goods using my Commercial Registration? Absolutely.
Do I need to have a Qatari partner if I am not Qatari?
No. The M7 referral exempts creatives from the requirement of having a Qatari partner. Full foreign ownership is allowed for all nationalities but are subject to approval by the Ministry of Interior.
Do I need a physical location for my business to register?
No physical location is needed initially. Your business will be incubated at M7 for two years given than you meet the requirements. After this, you should plan to secure your own location. M7 partners with Workinton, which offers co-working spaces. M7 is also a designated building under Qatar Financial Centre (QFC), so QFC-registered businesses can be housed at M7.
How much does it cost to register my business?
- Ministry of Commerce and Industry registrations start at $1,300
- Qatar Financial Centre or Media City registrations start at $5,000
- Pricing varies depending on your business domain.
Are all creative domains included in this process?
Yes, most creative sectors are welcome, the team will coach you and guide you to choose the most appropriate path. The registration pathway depends on your domain, with referrals to:
- The Ministry of Commerce and Industry
- Qatar Financial Centre (M7 is a QFC designated building)
- Media City (for media and technology-related businesses)
Are media and technology considered part of the creative industries, and can they benefit from creative licensing?
Yes. Through our partnership with Media City Qatar, businesses in media production, content creation, gaming, technology, and innovation can apply. Eligible applicants must demonstrate a business plan that contributes to Qatar’s creative ecosystem and are subject to Media City approval.
What are the benefits for a non-Qatari resident to register a business in Qatar?
Besides eligibility for residence permits, entrepreneurs gain access to Qatar’s vibrant creative ecosystem, including mentorship, investment opportunities, commercial programs, and valuable networking events.
Does M7 offer additional services to registered creative businesses?
Yes. M7 provides mentorship programs, showcases via pop-ups and exhibitions, and structured growth programs. Registered businesses can also apply to Scale7, M7’s resident incubator, offering business development and investment opportunities for creative startups.
How long does the incubation program last?
The incubation period is two years, during which you receive ongoing support while developing and managing your business.
Will I be expected to submit a business plan?
Yes. A detailed business plan and clear financial plan are required to apply.
